According complaints investigated by the Federal Police, candidates from outside the slums pay values of up to $ 100 thousand to get to campaign in the communities. Community Leaders of slums are becoming candidates with support of traffickers or the militias that control the slums. Traditional politicians are losing space in the electoral scenario Rio. Those who are from outside of those communities are required to pay a "fee" to enter in these neighborhoods so they can make campaigns. Competent authorities still deny that this is happening; trying to plug the sun with a sieve, but the fact is that in Rio de Janeiro parallel powers are equal to the state government. Without an intervention by the Federal Government, the city will be condemned and its residents will be increasingly exposed to endless violence which is reported daily. Headline: Tanzania shows the way in its struggle against HIV-AIDS Unlike the other parts of the African Continent where the AIDS epidemic has only grown worse every year, Tanzania has shown improvement. The Tanzanian prime minister has announced that the country's national HIV/AIDS infection rate had dropped to 5.8 percent in 2007, in comparison to 7.0 percent in 2003. The infection rate of women has dropped to some extent but the rate among men has shown immense improvement. It has gone down from 7.0 percent in 2003 to 4.7 percent in 2007. The anti-HIV/AIDS campaign has helped in promoting the awareness and safeguards which a common man should take. Especially, in a country like Tanzania where literacy level is low, people are unaware of communicable diseases like HIV. No proper health care system further increases the problem. In all this, dropping of HIV infection rate is a big achievement by the government. Finally, we have a country in Africa where HIV/AIDS rate is going down and for sure it paves the way for other countries in Africa to follow its foot steps. Headline: Israel faces its worst water crisis in 80 years. Israel is facing the worst water crisis in 80 years. Its major sources of drinking water, including the Sea of Galilee and the mountain aquifer are below their red lines. To add more to the woe of people, another large water source, the costal aquifer, has fallen below its black line which simply means that if additional water will be drawn, it could suffer serious damage. Also, the mountain aquifer and Sea of Galilee are likely to reach their black line by December this year. With the long-range weather forecast predictions telling grim story for next year, situation is even going to be worse as it's not possible to pump water from the sea at that point since the pipes are unable to reach the water. Water Authority has started pumping water from tributaries that empty into the Sea of Galilee. However, this can be done only until 2010, but what after that is what water authorities are not finding an answer for. Headline: Women battle for equal rights in India's patriarchal society Indian woman may have been in the position of PM decades ago, but still their fight for equal treatment is only losing. Women are still seen as weak by the society, and needing the protection of men. With the liberalization women got a bit better deal in the private companies, but the number always remained marginal. Their numbers are abysmal in the premier education institutes, and the customs of the society ensure that they are forced to end up as housewives. In rural society, their chance of being on their own is next to impossible. Further, their treatment as slaves weaken them more. The customs are also against them, where women are always supposed to sacrifice, even to the extent of being hungry forever. They are seen as a way of men's gratification, and are treated as mere products. Situation may have improved in last few years, but still a lot has to be done for women before they can become truly equal and free.
